NRC_RunqueueInsertPALOFF(int id, int var)
Insert PALOFF instruction in the run queue
Before calling this function, please call NRC_CreateNoFlieRunqueue() to create a fileless run queue
It needs to be used with NRC_RunqueueInsertPALON(int id, int type, int var1, int var2, int var3)
